The Heatwave is the first product of a crash design and building contest between Comstar's design bureaux. It amply fulfills the three main criteria of the contest:- 1: Overwhelming anti-personnel firepower. 2: Use of low-lethality weapon systems. 3: Relatively cheap and easy to build. The Heatwave is now in production at several undisclosed locations and has already deployed to facilities rated to be at the highest risk of disruption by indigenous peoples.The heart of the Heatwave is the Riot Control Array (RiCon). Running in tandem with the onboard Computer and the ECM Suite, RiCon consists of strobing high-intensity searchlights, low-hertz and white noise generators. When engaged the Array can induce photo-epileptic seizures, disorientation, tracheal constriction and the loss of control over bodily functions. While it is an unpleasant weapon, it is of proven low lethality and has no collateral damage profile. Other weapons are lasers, flamers (which can be fuelled with riot foam) and Machine-Guns (often fed with rubber or plastic rounds). When supplied with conventional munitions the Heatwave also serves as a credible urban defense unit. Riot Control Array. RiCon runs with both the C3i computer and the Guardian ECM Suite. If either of these locations are destroyed RiCon ceases to function. It has a range of 6 hexes in all directions and automatically incapacitates civilian units which spend 3 consecutive turns within the area of effect. It is not intended for use against military targets. It has no effect on Mechs, Vehicles and Battle Armoured targets. It could conceivably be used against infantry, but this would mean that the carrier Mech would have to remain almost stationary as the sonic and optical barrage took effect. RiCon weighs 1 ton and occupies 2 CS. It generates no heat when in use.  yThe Heatwave has seen limited deployment to installation defence units. Potential pilots undergo extensive psychometric testing to evaluate their coolness under pressure and in stressful situations. This has already lead to the Heatwave having gained the reputation as "an old man's Mech", as hot-shot Mech Pilots are routinely flunked out of the programme during the first simulator test when they go "weapons hot" during a riot situation. Successful candidates have tended to be thoughtful, logical and systematic in their character and approach to duty. They have also proved to come from amongst the older candidates tested. Urban Pacification and Riot Control Mech. Riot Control (RiCon) Array consists of strobing searchlights, low-hertz and white noise generators, amplifiers and loudspeakers. This unit runs in tandem with the Guardian ECM Suite and the C3i computer, creating an optical and sonic barrage designed to incapacitate rioters without having to resort to overt displays of deadly force. Whilst operating, the array causes photo-epileptic seizures, tracheal constriction and loss of control over bodily functions. Fatalities have been caused, but these must be weighed against the certainty of causing far greater losses with conventional weaponry. The RiCon Array also has the advantage of being a "clean" weapon - there is no structural or collateral damage.
